It probably means that the spring (“stream” is a wrong translation, “spring” is better) is situated in a slope and you shoudn’t go above it because the soil could collapse and bury the spring. I think it’s one of the springs that are made by drilling horizontally into a slope that has underground water in it and putting a PVC pipe there.
