One thing I’ve noted for the last 12 years is that the explosion of internet use and cheap computers is that a lot of stuff is getting fansubbed by people who understand a lot less JAPANESE AND ENGLISH (both) than they believe they do.
Back in the pre-internet days*, and in the early slow-speed days, where fansubs were traded using mailing boxes of VHS tapes from lists of product traded by hand/BBS/early web pages, people tended to put a little more care into their product. Granted, there still were a lot of errors and Engrish (And they were using AMIGAs to sub!), but the distribution method was so slow that the first few people would see the video, send back lists of corrections, and the subber would make needed corrections, so that by the time the show’s fansubs had been out 1-2 months, the subber would have a better copy made and distributing it.
These days, it’s fire and forget, with practically no one going back and fixing their errors, and practically forgetting an episode once thrown up on the net (because there’s 10 or more different subbers doing each thing, and many trying to do more SERIES in a week, than old-school subbers did episodes from ONE series in a month).
*(yes, there were anime fans before then – I was a member of one club from 1989, until the club became the core of the staff for a Cincinnati anime convention in 2000)

The setting is there’s some psycho murderer in that house who has decapitated all the inhabitants (and is also a little girl) and the police are supposed to be saying “Come out with your hands up” The result of the subtitles is just Japanese people who don’t know English well enough (or have watched too much Beevis and Butthead)

When they enter, a small pink-haired girl is crying, soaked in blood. She points to the back room when the police ask her where the murderer is, but when they check and state the all’s clear, the three year old child turns her “vectors” (invisible arms that move at incredible speed) on the police. The surviving man at the balcony shoots the girl in the forehead, ending her slaughter…
This is in fact Elfen Lied, though I can’t remember the episode.
I will have to look in to it. It is part of the flashback episodes, from when Lucy was a child and first started using her powers after meeting Kohta. At this point she was going around killing random people and living in their homes. I’ll comment again when I know the episode.
The diclonius girl from this scene is actually not Lucy. IIRC it’s Silpelit #3, the one who infected Kurama and was ultimately killed (shot in the head by Prof Kakuzawa) before any of the main plot takes place. This is from a flashback, but it’s not Lucy’s flashback, it’s Kurama’s flashback.
I’ve also observed these odd subtitles but my guess is it’s just an error on behalf of the fansubbers.
