Noon = meridies (with “s” at the end). It means “middle of the day”. Dies = day.
Ante and post are + accusative case in Latin declension so that makes it meridiem (with “m” at the end).

The sense is that by calling 12:00 noon PM, you avoid the inconsistency of having 12:00:00.00 be AM and 12:00:00.01 be PM, and in the age of computer-category forms, having two extra categories for things that happen precisely at 12:00 is impractical. And as far as I know, this is how AM and PM are used these days to differentiate midnight and noon in every case I’ve run across.

12:00 PM is, by logical consensus, noon, since 12:00:01 is of necessity afternoon, so if one is going to change to a whole new section of day it only makes sense to change it when the hour changes, rather than when a second changes. No doubt someone will try to argue the opposite, just as there are those who claim the new millenium did not begin until 1/1/2001.
