This language is Tamil (spoken in Tamil area of southern India and northern Sri Lanka and also common among indian people in Singapore and Malaysia).
I’m no expert with script-spotting but at a guess I’d say somewhere in south India. It could be Malayalam (spoken in Kerala) or Tamil (spoken in Tamil Nadu and I guess Sri Lanka, too)
So it’s Do Not Pass Urine, Do Not Collect 200 rupees, I guess.

Considering that there are no toilets in Hyrule, he’s probably used to not passing urine.
I did pass Urine 101, but I found Urine 102 impossible to pass. But I didn’t notice this sign outside the Urine 102 classroom, or I wouldn’t have taken it!
