They are eyebrow tweezers – I think the bend in them is so that you can see your reflection quite well whilst they are, of necessity, being manipulated in front of your face. I have seen a number of elderly female relatives with these, although usually they are using them to pull out chin bristles.
Actually the background image is some anime girl drawing. People use this thing to pluck hair from different parts of their body, ie facial hair, armpits
And then they take the removed hairs and make them into a disguise! I think we’ve finally figured this one out!
