    I’ve never had any trouble overtaking six men as long as I’m in full leather gear and carrying my tazer.

    My Japanese isn’t very good (I only know basic sentence structure and vocabulary), but the bottom character looks like the Kanji for “person.”

    Based on the picture above the sign, it’s probably saying that the maximum capacity of whatever is six people.

    It’s a sign which said “max. capacity: 6 people”….for a cable bridge.
    The location I think is in Taiwan, for the font is different from those used in China or Japan.
