sarcasm win! seriously, I just wanna know where that sign is nailed on. must be hilarious.
I think it was supposed to convey the idea that child+boiling water = multitude of issues. I saw it, in all places, in England on the till at Debenhams cafe in White Rose Shopping Centre in Leeds.

This is at a cheap Day Care; they put pots of boiling water around your child, kinda like a fence or possibly a moat, then they don’t have to personally watch them.
Yeah this sign is from micronesia so the moat you speak of also provides lunch by cooking any disobediant child
