It could be real. Human Rights organizations report that China has the highest usage of the death penalty worldwide, even used for minor offenses such as smoking maruana. The death penalties are carried out live on TV.
I could be wrong, since none of those kanji have any connection with death or killing, so I wouldn’t be surprised if you were being more than slightly racist with that comment

Generalizations based on actual data are not the same as generalizations based on racist stereotypes.
It looks like a very odd piece of mistranslation; it really means “Construction in progress”. As far as I can tell the first bit, 施工 “construction”, wasn’t translated at all, while the second bit 進行, which can mean any of “advance, conduct, under way, in progress, do, carry out, carry on, execute” was translated twice in different ways. So it’s a Fail as well as an Engrish.
Actually it looks to me like those leads aren’t even connected to the sign they’re just laying there and the sign was put over them to try make known what was going one, also to try to convince you to not pick them up and walk off with them.
So yea, I’d say fail
