As a few people mentioned above, when taking an English film illegally, the bootleggers aren’t going to bother translating it and are even less likely to dub it. The only reason they are put there is to attempt to make it easier for the intended nationality to understand.
(Believe me, reading the words along with listening to a person speak does make it way easier – I’ve only got a high school education in French, but turning subtitles on allows me to watch and fully understand French TV shows, namely Just for Laughs).
The “Why so serious” part is just an amazing coincidence. This particular bootleg of The Two Towers has been around for years; I’ve had a site with still photos of the bootleg bookmarked for about two and a half.
