We are reading the sign wrong. It is supposed to be read vertically. It says:

“P EKM ODNWE POOHIA LNWASN ETNT… SI !T”

Which, if my memory serves me correctly, is Swahili for “END THE BARBECUE RULE… ENOUGH!”, though I think it’s a typo (“POOHIA” should be “POOHEA”) and means to say “END THE TYRANNICAL RULE… ENOUGH!”
